Born and raised in Tampa, Mr. Hilborn attended the University of South Florida and graduated in 2025 with a B.S. in Civil Engineering. During his time at USF, he was an active member of the Judy Genshaft Honors College. He now works on the drainage team at WRA, helping to develop stormwater models and design drainage systems for residential, commercial, industrial, and Department of Defense projects.
